KDE 3.5.7 release has a problem. Works fine with kdebase3-3.5.8-41.2.

The workaround is to run as root:
# /opt/kde3/bin/kcmshell kdm

First time it throws error, but after that runs fine.

The solution is to update to KDE 3.5.8. See:
