Yes this solved my issue. . . Thank you.

This information actually solved my problem on my second computer that
I installed openSUSE 10.3 on with KDE 3.5.7.  The original request for
information was for my wifes computer and for some reason I had updated
the KDE to 3.5.8 and thought that adjusting the resolution had solved
the problem.  However, it was the updating to 3.5.8  that had done the
trick.  Now, with the information you provided I was able to correct
the same problem I was having on my the second computer by updating KDE
to 3.5.9 .

I apologize.  I failed to fully examine what I said was fixed.

Personal Settings -> System Administration -> Date & Timer ->
Administrator Mode -> login
“now works”
Personal Settings -> System Administration -> Font Installer ->
Administrator Mode -> login
“now works”
Personal Settings -> System Administration -> Login Manager ->
Administrator Mode -> login
“now works”

Personal Settings -> Internet & Network -> Samba -> Administrator
Mode
-> login
“opens”
Personal Settings -> Internet & Network -> File Sharing ->
Administrator Mode -> login
“ALMOST opens” 
I do not have access to the top portion of the window inside the
burgundy border.
this is what I see after loging in as SU 598

Additionally, “Computer:/home/me   #  /opt/kde3/bin/kcmshell kdm” 
opens the “Login Manager” not the File Sharing.

Note: My wifes computer using the same versions of KDE & openSUSE
works. Personal Settings -> Internet & Network -> File Sharing ->
Administrator Mode -> login
"FULLY opens and is usable"

That is present in 3.5.7 too. 
I have it when I run control center module 'fileshare' as root. 

I would report it on http://bugzilla.novell.com under openSUSE, opensuse
10.3, KDE. 
Though, I would check first the nvidia/ati drivers.
Recently I ran into a bug that appeared as KDE4 (multiple images in
wallpaper selection dialog), but it was actually nvidia driver issue. 
The IRC channel opensuse-kde on freenode.org was a place where someone told
me that.

OK. It is just one of commands that from console works while it fails from
Kcontrol (Personal settings) when one attempt to use administrator mode. 
Other commands you can have with:
 #  /opt/kde3/bin/kcmshell --list 

I guess that you are looking for:
 # /opt/kde3/bin/kcmshell fileshare

I discovered that I have the same issue from terminal that I have from
the GUI interface for KDE Fileshare.
# /opt/kde3/bin/kcmshell fileshare  

To explore the possibilities that I have a ATI Radeon 9200 settings
issue where do I find the information that identifies what
software/driver version that I am running?  ATI websites shows driver
8.28.8 as that last one for the Radeon 9200 card.

I looked up my monitor setting online and I am running it at it's max
refresh rate.
