I haven't set up a printer under 10.3 yet, I think.
I did use an HP Laserjet 4 under 10.0. Now switched to LJ 4000.
The listed HP laserjet 4 driver works like a charm. Just avoid Postscript,
use PCL for that model.
Given some time, I'll try the LJ4 driver on my laptop, which has 10.3.
But how do you connect? Centronics or network ?
PS: I never used the hp-setup tool; no sure it's very usefull here.

I have used this printer in the past with no problem even the other distros
configure it under hp-setup with no problem. Funny thing is if I set it up
under a windoze box and remote print to it, it is fine. I tried every
driver that hp offered for a pdd, no go, just crap prints. My all in one,
5610v is fine, printing, fax and scanner, although once a day I have to
start the printer.

Have you looked at the gutenprint ppd. I know my HP2P and 3P both worked
fine with them under 10.1 and 10.3. The last of my HP lasers died and I'm
now used a Xerox Phaser under 10.2 and 10.3 with no problems.

Well, I just tried the driver. Setup a 'HP Laserejet 4 / Foomatic' driver to
print, using LPD network printing, to my laser.
The printer isn't really a LJ4, however, it's an LJ 4000.
It worked like a charm, actually faster then my 10.0 setup does. Probably a
more efficient driver, in PCL. Less work for the printer.
Now, of course, priting to another printer doesn't mean much. But the driver
works, that's for sure. And I never touched the hp-setup tool.
Did you use the same interface (LPD) ?
